In order to expand and deepen his analysis, he offers a comparative study of the rise of other extra-European powers, such as Russia and Japan, at the end of the 19th century. About the Autor: Mario Patricio Celi Oña is Ecuadorian by birth and he started his studies in Chemical Engineering at the Escuela Politécnica del Ecuador in Quito in 1963. Thanks to a Fulbright scholarship he completed a degree in Electrical Engineering at the University of Arkansas in 1969. As an independent student, he studied Economics for one year at the University of Washington. Since 1970 he has lived and worked in Montreal, Canada where he undertook studies in Physics, Mathematics and obtained a Master’s Degree in History of Science and Technology at the University of Montreal in 1985. He studied Russian at McGill University, Portuguese at the Centro dos Studos Brasileiros in Quito and German at the Goethe Institute in Montreal. For the last forty years he has worked on several hydro-electricity projects in different consulting firms and also in the Public Works Department of the city of Montreal.
