Mike Billings, PT, MS, CEEAA, President of Infinity Rehab sat down with Derek Fenwick, PT, MBA, GCS, Director of Professional Development to discuss major legislative changes that will stem from the passing of the Improving Medicare Post-Acute Care Transformation Act of 2014 (IMPACT Act). In this taping of the Infinicast, the two leaders discuss how the IMPACT Act amends title XVIII of the Social Security Act to standardize post-acute assessment data for quality, payment, and discharge planning – among other items.
The IMPACT Act was signed into law on October 6, 2014 by President Obama after being fast-tracked through both the Senate and Congress. “Clearly the legislature sees an advantage to the IMPACT Act and seeing these changes implemented quickly for the benefit of patients and to improve how quality metrics in post-acute therapy are tracked, among other important changes for our industry,” says Fenwick.
The main thrust of the IMPACT Act is to provide standardized post-acute assessment data in order for policy makers to better evaluate the services being provided while allowing for providers to determine appropriate care settings for patients based on clinical evidence and quality metrics. The Act will also create new payment models based on quality of care for Congress to consider in future reforms.
“The goal of the law is to control quality and cost across post-acute settings,” says Billings. “It is bringing a level of standardization that we have never seen before. There is so much variation from setting to setting in terms of how quality is measured, how reimbursement systems are different from this setting to that one, even though the patients are fairly homogeneous across settings.”
